Rules: Webcam auto start by gender and roles

In chatadmin, you can now specify what roles or/and what genders will auto start their webcam streaming.

This is useful features if you want to promote your webcam chat.

ex: girls will auto start their webcam when entering the website or role “DJ” will animate the party chat.
